What is Tumescent Liposuction vs liposuction? Is there a big differance? Do all doctors do Tumescent Liposuction ? Thanks

Here is a definition I found. Does it make sense?

Tumescent liposuction:

A technique uses large volumes of dilute local anesthesia that is injected into the fat causing the areas to be come swollen and firm. The procedure is done under local anesthesia and is widely regarded as the safest form of anesthesia. Local anesthesia lasts for several hours negating the need for pain medications after surgery.

So the big differance looks liek local vs general anesthesia!
